Blue outline around *some* dynamic panels

I have 2 droplists beside each other. Except for content they are identical. But the one on the left presents with a blue outline while the one on the right does not. And once I click to expose the one on the right, the one on the left no long shows the blue outline.

Anyone know what the blue outline is, and how to get rid of it?

Without seeing the .rp file, it’s hard to say what might be happening. Could it be there’s something causing the browser to give that widget keyboard focus or not?
