Can't upgrade my license without Axure signing an agreement

My (very large) employer has been trying to get my license upgraded from 8 Team Edition to 9 Pro, but they need someone’s signature on an agreement before this can proceed. I have been waiting since December of 2019 to get past the trial and start using it for real. How can we get this resolved? I’ve been using Axure since my student days and am quite frustrated that I can’t upgrade.
