I’d like to launch Axure with a specific .rp file from a windows shortcut. Is there a command line option for specifying the file to load after opening?

You can right-click any file (who’s file type is) associated with an application and choose “Create Shortcut”. You can name this shortcut file anything you’d like, and move or copy it anywhere. (Axure by default associates the .rp file type/extension.)
You can just enter the filename (and path if needed.) One way to get this entire path and filename is from the shortcut you created in step above (you did that, right?) Right-click the shortcut file, select “Properties” and copy everything in the Target field. You can paste this in a command prompt to launch Axure with that file.
