Setting cursor to arrow over an element with an click interaction?

Realize this sounds a bit backwards…

I have an element with a click interaction that shows a tooltip when clicked. However, the tooltip is kind of a last-chance failsafe in case the user doesn’t respond to the disabled state visual of the element.

Problem is, I need to suppress the pointer cursor when the disabled element moused over, as this suggests it’s clickable, negating the point.

I know I can fire some Javascript to set it via CSS, but this is causing a ~1.5 second delay before it switches the cursor after hovering for the first time. I’d prefer a non-JS approach if at all possible.

edit: mouseHover causes the delay, mouseEnter doesn’t but the cursor flickers. Still not ideal.
