My app version is 9.0.0.3648.
I have a prototype created with Axure 8.0. However, when I open it with Axure 9.0, I found that every interaction of moving widget doesn’t work. When I publish the project, view it with HTML and fire the action, every interaction works except moving widget.

This sounds like either a bug of some kind or an issue related to converting the file to the new version. Your best bet is probably to email Axure support with the file so they can take a look and analyze it.
