Axure 9 - Create Component Question

I’m following online instructions about how to create a navigation component and I do not see the Create Component option in the context menu and don’t see reference to components anywhere on the page. Am I missing something?

Components are supported in Axure 10. They are essentially an evolution of Masters. Here is the documentation for Masters in Axure 9:
