Cloud domains blocked

Please help.

Government client firewall blocks cloud domains at the enterprise level. We are already experiencing issues with the migration to the cloud domain (i.e. no comment ability). What are our options to provide access to prototype with comment feature when shared among multiple government stakeholders for when the migration to the cloud domain is complete?

We are using PDFs as a bandaid solution, but tracking comments in multiple versions of the document is laborious and not ideal.
