Embed external HTML file using an inline frame?

What are the steps to using an inline frame and linking an HTML file on my computer? I did add the path of the file into the field “Link to an external url or file”, but it didn’t work.

It probably won’t work if you’re just using the “Preview” feature. If you do a full publish does it work?
