[Fixed] Publish an error when the file is a Chinese name

Hi xingbb!

I wanted to let you know that this is due to a bug that our team already has on file, where this upload error will appear if your .rp file has a special character in the file name. While our teams are investigating this issue, we have found a few workarounds for this error:

• Remove any special characters from the file name

• Revert to build 9.0.0.3634 by downloading the previous build here:
