Scrolling three Dynamic Panels

I have Axure RP 8 and I’m needing to have three dynamic panels, two side by side and two vertically stacked (a reverse L shape basically). I need the one panel [Panel 3] to scroll both horizontally and vertically and I need the panel on top [Panel 1] to scroll in conjunction with [Panel 3] horizontally and the panel to the side [Panel 2] to scroll in conjunction with [Panel 3] vertically. Is this possible?
