Snapshot - Applied Actions dialog is blank with no way to add actions (when converting from Axure 8 file)

When opening a file created in Axure 8, there is no way to add actions to a Snapshot widget unless it had actions already applied to it. When clicking “Applied Actions,” the dialog is blank.

There is a workaround of just creating a new page with a new snapshot, but this looks like a bug so thought I would report it here.
